without the government being representative of the peoples' will the "period of democratic transition" can not reach a successful conclusion. This is clearly emphasized by small voter turnout on the elections when trying to democraraticaly chose a representative. There is a low voter turnout because the people of the CEE countries do not believe that their vote and voice will count for anything worth while and that their vote can effect them in any way.
