Generally to improve the legal system the death penalty needs to be re-introduced and all civil cases need to be reviewed for appropriateness before a court session. Introducing the death sentence will reduce crime significantly, while introducing a simple procedure where civil cases are reviewed will help the legal system function more efficiently.
