being a ruler as much as he loved being a general, conqueror. Right after he was appointed dictator for life, he begun preparing to war against Parthia. I think that while conquering the new lands for the empire he would not have much time to actually rule.
Overall I think that Caesar was a great man, but he didn't have to be a dictator. No person should have an absolute power, even person like Caesar.
